Cascade AIDS Project is excited to announce that we are hiring skilled and team-oriented Public Policy Manager. The Public-Policy Manager plays a critical agency-wide role at Cascade AIDS Project (CAP). Their primary duties will be to oversee and advocate on behalf of the agency regarding public policies that affect the work of CAP. This includes developing a public-policy agenda, building coalitions, drafting letters of support, providing testimony to government representatives and lawmakers, and promoting and lobbying for the implementation and passage of policies and legislation at the local, state, and federal level. The position will work with the Chief Executive Officer on the strategy of CAP’s policy work, including the development of policy positions and endorsements. The Chief Development Officer and the Chief Executive Officer will be jointly responsible for monitoring and assessing the performance of the Public-Policy Manager.
This is a Full- Time role working at our Davis St location in NW Portland. The schedule for this role is Monday-Friday 8:30am-5:00pm. This is a hybrid role requiring three days a week in the office. This position may require some evenings and weekends.
Starting pay is $100,000-$110,000 a year DOE.
Who You Are
- At least three years of experience with public-policy advocacy. This should include experience with:
- Policy research & development
- Coalition-building
- Advocacy communications
- Legislative & regulatory lobbying
- Demonstrated ability to strategically communicate, productively collaborate, and professionally disagree with diverse stakeholders, including advocates, lobbyists, government-agency staff, and elected officials.
- Familiarity with the public-policy and politics landscape of Oregon and Washington
- Knowledge of HIV, LGBTQ+ health, and general healthcare policy
- Experience organizing fundraising events
- Experience establishing, overseeing, and/or participating in a 501(c)(4) organization affiliated with a 501(c)(3) organization
What You’ll Do
- In consultation with the Chief Executive Officer, develop and execute the government relations plan for CAP on local, state, regional, and federal levels.
- Act as a liaison for governmental policies and programs on behalf of the agency, representing CAP and agency interests at public meetings and forums as applicable.
- Responsible for policy-related public relations initiatives
- Develop work plans and plans of action for public policy consistent with the agency’s strategic plan and needs identified by staff and program participants.
- Identify, track, and analyze the movement of key legislation and policy appeals affecting CAP’s mission and strategic plan.
- Draft testimony, sign-on letters, comments, and other advocacy materials at local, state and federal levels.
