Position Title: Regional Educator Network Data & Measurement Coach
Department: Instructional Services

Reports To: Regional Educator Network Coordinator
FLSA Status: Non Exempt
Bargaining Unit: Classified, OSEA
Compensation: Technical Salary Schedule - Range K ($35.18-$42.03 per hour, depending on experience)
FTE: 1.0; 220 days per year

General Description:

This position is responsible for coaching and training school continuous improvement teams participating in the Northwest Regional Educator Network in designing measures, analyzing reports, conducting quantitative and qualitative support for program implementation, developing recommendations for improvement, and documenting programming outcomes. The position works collaboratively and cooperatively with district stakeholders to build their capacity to become leads in data and measurement while applying an equity lens to the collection, analysis, and use of data and measurement practices.

QUALIFICATIONS: Knowledge, Skills & Abilities Required

  1. Bachelor’s Degree or higher.
  2. Three to five years experience in coaching, mentoring, and/or being a teacher leader.
  3. Experience with equitable data and measurement practices, and using different data sources and measures to evaluate improvement strategies.
  4. Experience facilitating Professional Learning Teams, mentoring and coaching others
  5. Demonstrated commitment to equity and experience leading work focused on revising systems that have perpetuated disproportionate outcomes for marginalized population

Preferred Qualifications:

1. Bilingual and bicultural skills in such common languages to NWRESD.

2. Familiarity with Northwest Regional Education Service District antiracist practices.

3. Knowledge of adult learning strategies.

Essential Functions: Include the following. Performs some or all of the following tasks. Other Duties may be assigned. The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.
  1. Coaching
    1. Coordinating with district/ESD partners to build sustainable school team data and measurement routines to leverage the strengths of change ideas rooted in continuous improvement.
    2. Lead district teams in the use of qualitative and quantitative data collection and analysis to inform and evaluate systems changes.
    3. Support in the development of query databases, manipulation, and analyzing data in support of Improvement Cycles.
    4. Prepare reports for internal and external use that communicate analyses and research findings in a clear, concise, and appropriate manner to the audience.
    5. Develop short and long-range planning related to supporting assigned programs and the data needs of districts.
    6. Understanding and planning for the diverse aspects of program(s) implementation
    7. Originate, plan, adapt, and/or develop systems to accomplish tasks.
    8. The applicant must have a sophisticated understanding of Federal and State laws and District policies regarding access to, use of, and release of confidential student and adult information and data security and serve as a primary resource to staff on the confidentiality of student information.
  2. Building School Team Data and Measurement Capacity
    1. Arrange and facilitate workshop opportunities to build district capacity
    2. Develop strong relationships where all initiatives center on BIPOC educators from pre-service to retirement
    3. Collaborates with other entities and individuals throughout the state who are engaged in the Regional Educator Networks. The applicant has contacts with all ESD staff, component district administrative staff, higher education partners, other state agency staff, and ODE.
    4. The applicant must have an in-depth understanding of educational research and trends, current ESD programs and their needs, and ESD component district programs to effectively collaborate with staff in designing data tools and reports that align with agency and/or local district goals

On August 19, 2021 Governor Brown ordered all public and private school teachers, educators, support staff, substitutes and volunteers to be vaccinated by October 18, 2021 or six weeks after FDA approval, whichever is later. Since the governor’s announcement, a COVID-19 vaccine (Pfizer-BioNTech) has received regular Food and Drug Administration (FDA) approval meaning October 18, 2021 is confirmed as the mandatory deadline for vaccination. "Fully vaccinated" is defined as 14 days after receiving all required doses of an approved COVID-19 vaccine (currently two shots of Pfizer or Moderna vaccine, or one shot of Johnson & Johnson vaccine).

Starting October 18, 2021, testing will no longer be an option as the alternative to vaccination. All Northwest Regional ESD staff, substitutes, contractors, interns and volunteers will be required to be fully vaccinated against COVID-19 per the August 19, 2021 order from Gov. Kate Brown. All staff members will need to provide proof of COVID-19 vaccination. Exemptions may be made only for eligible medical or religious reasons. There will not be an option to opt out for other reasons or choose testing in lieu of vaccination, under the state mandate. In order to support students and families, the essential functions of this position may require physical presence in the workplace. All public health protocols will be followed.
