Summary
The
Finance and Administrative Services Manager
(Controller) role is an extraordinary opportunity for a seasoned finance leader with deep experience in finance, accounting, and auditing. The ideal candidate has experience in a large public organization with multiple lines of business and models the qualities of integrity, credibility, and commitment to Public Health's mission. We are looking for a strategic thinker and operations manager who, with the Chief Financial Officer (CFO) and finance team, ensures effective and efficient operations and compliance.
The position reports to the CFO and supervises the accounting services of receivables, payables, general ledger, and payroll functions for a department with a biennium budget of over $1.2 Billion and full-time employees of over 1,700. The department's financial functions are organized into a central finance section overseen by the CFO and finance teams located in seven divisions with a matrixed reporting relationship. In consultation with the CFO, the Controller implements the department's financial procedures and ensures compliance with County policies and conducts review of financial management practices. The Controller collaborates with Division Finance Managers and provides departmentwide financial management guidance for accounting transactions. This position also works closely with King County's Finance and Business Operations Division (FBOD) and Business Resource Center (BRC) to ensure compliance and adherence with county policies.

Work Schedule
This position works Monday through Friday, 8:00 am to 5:00pm- 40 hours per week. This is a full-time salaried position and is FLSA Exempt (not eligible for overtime).

Some of the work associated with this position will be performed through teleworking and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Job Duties
Direct, oversee, and participate
in the operations of department accounting including general accounting, accounts payable, payroll, and accounts receivable, and efficient administration of multiple funds.
Set clear direction and
manage workflow
of accounting functions.
Manage staff
by participating in the hiring process, establishing work schedule(s), performance coaching, providing training, evaluating performance, and making recommendations for promotion, discipline and/or termination.
Provide guidance
to finance staff in divisions regarding financial issues and compliance and make recommendations.
Integrate
equity
into financial analysis and recommendations.
Assist in the
development, planning and implementation
of management and strategic projects by conducting research, analysis, and preparing reports for leadership.
Demonstrate continuous effort to
improve operations
, streamline work processes, and work cooperatively and jointly to provide quality customer service.
Manage annual financial statement preparation and
ensure compliance
with
Generally Accepted Accounting Principles (
GAAP)
and
Governmental Accounting Standards Board
(GASB).
Assist with plan for
implementation
of new Governmental Accounting Standards Board (GASB) and applicable Federal Accounting Standards Board (FASB) pronouncements.
Adherence to
funding and report
requirements.
Establish, monitor and enforce
accounting services policies and procedures
Manages the
Financial Statement Audit
.
Prepare
monthly budget
to actual reports and monitor revenue and expenditure trends.
Produce the department monthly
financial statements
for executive leadership.
Monitor
performance metrics
and explain trends to leadership.
Develop and maintain overhead
allocation methodologies
for county central rates and department administrative costs.
Establish, monitor, and enforce
asset management
internal controls.
Serve as the department
single point of contact
(SPOC) for Enterprise Business Systems (Oracle Financial)

The most competitive applicants will have the following experiences and qualifications (Desired):
A combination of education and experience demonstrative knowledge, skills, and abilities equivalent to a bachelor's degree with coursework in business, finance, accounting, or related field and a master's degree in business, finance, accounting or related field.
Seven (7) years minimum of combined experience in accounting, public accounting, finance, audit, or equivalent in a large and complex organization.
Five (5) years of governmental grant contracting administration and management and progressive supervision of a large finance team.
Seven (7) years of analytical experience working with PeopleSoft, Oracle EBS and BI Insight Reporting tools with large data extract or other similar financial systems.
Certified Public Accountant (CPA) and/or Certified Government Financial Manager (CGFM)
