The Oregon Judicial Department (OJD) is Oregon’s unified, statewide court system, which includes 27 judicial districts in 36 counties, as well as the Tax Court, appellate courts, and the administrative offices. We have approximately 1600 employees and200 elected officials.
OJD and its Audit Administrator are currently seeking to fill an Internal Auditor (Conservator Auditor) position within the Internal Audit Office (IA). Functionally, IA reports to the Chief Justice of the Supreme Court and the State Court Administrator (SCA). The OJD Internal Audit Committee provides oversight and direction of the audit work performed. Administratively, IA reports to the SCA and is within the Executive Services Division (ESD).
This is a newly established position that will be responsible for creating and maintaining a statewide conservatorship auditing program. This includes establishing processes for circuit courts to review conservatorship accounting filings, providing training, and performing audits on the most complex cases. Its purpose is to provide professional-level financial and compliance audits of conservator account filings to ensure the adequacy and reliability of financial information on court-filed conservatorship accounts, as well as ensure compliance with applicable laws/statutes, rules, policy, and procedures. This position will initially be involved in supporting a federal grant and will be responsible for providing financial auditing expertise in support of grant objectives.
As the Conservator Auditor, much of your time will be spent auditing conservator account filings from circuit courts statewide, with a focus on complex filings that involve multiple years and referrals. You will identify issues, determine research criteria, then review and analyze evidence to make determinations that could also involve follow-up. This will be in conjunction with establishing statewide processes to uniformly, and consistently, review conservatorship accounting filings, and with the training of probate court staff to use in the course and scope of their duties. Your development of these business process will ensure a way for court staff to identify red flags and to increase better communication between the conservator and the court.
NOTE: This is a separate position from the Senior Auditor position currently accepting applications. You must apply to both to be considered for both positions.

The qualified candidate must have three (3) years of professional experience in public accounting, internal auditing, probate, or other experience the supports the duties, knowledge, skills and abilities for the position.
Possession of a bachelor’s degree in business, public administration, finance, economics, computer science, accounting or a related field.
Any combination of education and experience equivalent to six(6) years that typically supports the knowledge, skills, and abilities for this position.

Requested Skills and Attributes

Possession of CPA or CFE license is preferred.
Possession of education/course of study toward CPA or CFE licensure, or eligibility to take examinations for these licensures is preferred.
Experience auditing for governmental organization is preferred.
Experience developing or assisting in the development of, and implementing a new program, business processes, and associated performance measurements.
Experience researching, analyzing, presenting and recommending course of action to leadership, stakeholders, or interested parties based on expertise and best practices.
Knowledge of probate cases, especially conservatorships, and their requirements.
Knowledge of court processes, statutory timelines, and applicable laws or statutes.
This is a full-time, FLSA-exempt position and the work schedule currently is 8:00 a.m. to 5:00 p.m. Monday through Friday. It is not eligible for overtime compensation for hours worked in excess of 40 per work week.
Occasional after-hours or early-morning work may be required.
Occasional statewide and overnight travel may be required.
Frequent long periods of sitting or standing at a computer.
