Finance Director

The Finance Director is responsible for the fiscal oversight of the agency’s resources, business planning and budgeting, and business administration.

The Finance Director plays a critical role in partnering with the senior leadership in strategic decision-making and operations as well as technical support to our contracted providers. The position is based in Central Oregon and some travel will be required. Hybrid-remote work options are negotiable.

EC Works is searching for a Financial Director who will:

· Analyze and present financial reports and statements in an accurate and timely manner.

· Oversee all financial, project/program, and grants accounting.

· Coordinate and lead the annual audit process and assess any changes necessary to strengthen compliance.

· Oversee and lead annual budgeting and planning process in conjunction with the Executive Director.

· Manage organizational cash flows and forecasting.

· Implement and maintain robust contracts management and financial management/reporting to ensure that the contract billing and collection schedule is adhered to.

· Implement and maintain all necessary business policies and accounting practices in accordance with applicable laws, rules, and regulations including generally accepted accounting principles.

· Effectively communicate and present critical financial matters to the Executive Director and/or board of directors.

· Collaborate with peers and Executive Director as a member of the Senior Leadership Team.

· Lead fiscal monitoring, alongside the Director of Compliance and Operations with ongoing program monitoring of sub-recipient and professional services contracts.

· Implement corrective action and provide technical assistance when projects or programs are not meeting contract obligations.

Qualifications:

· Minimum of a bachelor’s degree in Accounting, Finance, and/or Business Administration; or a minimum of 7-10 years experience as the acting CFO or financial director for a managing federal funding. MBA, CPA and other advanced degrees and professional designations are a plus.

· 3+ years of broad financial and operations management experience in a non-profit organization managing highly regulated funding streams and job cost accounting.

· The ideal candidate has experience in fund-level accounting, as well as in implementing internal controls and financial policies. And has experience maintaining all contents of all financial data, reporting, and audit coordination for an organization or team.

· Able to effectively translate and collaborate with programmatic colleagues on successful accounting and financial concepts, such as General Accounting Principles and 2. CFR 200.

· Knowledge of applicable Federal, State, and local laws, rules, ordinances, statutes, and regulations. Specific experience working within Workforce Innovation & Opportunity Act-funded agencies a plus.

· A successful track record in setting priorities; keen analytic, organization and problem-solving skills which support and enable sound decision making

· Excellent communication and relationship-building skills with an ability to prioritize, negotiate, and present to a variety of internal and external stakeholders

· Possesses the personal qualities of integrity, credibility, and “team first” attitude.
