Cascade AIDS Project is excited to announce that we are hiring skilled and team-oriented Benefits Navigator. The Benefits Navigator is responsible for conducting targeted outreach, education, and direct application assistance to those who are eligible to access health care coverage through the Oregon Health Insurance Marketplace, the Oregon Health Plan (Medicaid) and CAREAssist (Oregon ADAP). The position will focus primarily on people living with HIV/AIDS (PLWHA), people interested in Pre-exposure prophylaxis (PREP), and the broader LGBTQ+ community.

This is a Full-Time role working at our Davis St. location in NW Portland. The schedule for this role is Monday-Friday 8:30am-5:00pm. This is a hybrid work schedule, and you will travel to Prism Health Clinics and throughout the region. Some evening and weekend work are required.

Starting pay is $47,370.59 a year. The Benefits Navigator’s pay increases with tenure and the top of the pay scale is $55,170.59. This is a union represented position, so the compensation, benefits and conditions of work are collectively bargained.

Who You Are

  • Two (2) years of relevant work or lived experience (i.e. community health, social services, insurance, etc.) or One (1) year experience of relevant experience combined with a bachelor’s degree in human/social services field (social work, public or community health, psychology) or related field
  • Previous experience conducting community organizing or community outreach and demonstrated ability to effectively collaborate with community stakeholders
  • Verbal and written fluency in English
  • Demonstrated computer and keyboard proficiency using Microsoft Office software (Word, Excel, Outlook) and working knowledge of the internet including social media platforms and applications.
  • Valid Driver’s License and access to a reliable vehicle*
  • Experience working with ethnic, racial, economic and sexually diverse populations and strong understanding of issues relevant to PLWHA, gay/bi/trans men, and the LBGTQ+ community and how those issues affect or influence service delivery

What You’ll Do

  • Complete all required trainings and certifications as designated by OHA including: the DCBS (Department of Consumer and Business Services) Qualified Health Plan training, in-person OHA training, and any recertification trainings as outlined by OHA
  • Conduct outreach to targeted populations explaining consumer options relevant to population need and how to navigate the healthcare.gov website.
  • Supports the planning, implementation and evaluation of outreach activities consistent with CAP values, policies and procedures, as well as those of the OHA and DCBS.
  • Staff enrollment clinics and other off-site locations for the purpose of reaching targeted populations who may not be current clients of CAP and enrolling them using HealthCare.gov website or the ONE system for OHP.
  • Provide direct application assistance, helping consumers navigate the process as a subject matter expert.
  • Provide individual insurance education to target populations in order to increase effective utilization of the healthcare system.
  • Provide PrEP education and financial assistance support and enrollment support to ensure access to those seeking the medication.
