Salary Range: Please note the typical Hiring Range for this role is $132,000 - $160,000 annually. Job offers within the range are based on relevant job qualifications and pay equity.

The Executive Director-US Programs ("ED") oversees all aspects of US domestic programs and funding. In this role, the ED is entrusted with providing visionary leadership to continuously enhance the strategic, operational, and financial effectiveness of Medical Teams' programs dedicated to serving the most vulnerable populations within the United States. The primary objective of the ED is to drive growth and improvement in the delivery of high-quality medical services, ensuring strict adherence to relevant health standards and regulations. An integral part of the ED's role is to serve as a critical external representative, fostering partnerships that enable collaborative and high-performing programs. Through strategic engagement and networking, the ED contributes to positioning Medical Teams International as a leader in addressing the healthcare needs of vulnerable populations in alignment with Medical Teams’ Calling and strategy. As a member of the Executive Team, the ED reports directly to the President & CEO, collaborating with Global Services departments to establish a robust model for financial and shared service support for domestic programs.

Parallel to technical competence, recruitment & selection, hiring decisions will give due emphasis to assessing candidates’ eligibility thorough background checks, police clearance, and professional reference check processes. 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

Strategic: 

  • Develop and articulate the strategic vision of U.S. Programs, aligning with Medical Teams International strategy. 
  • Identify Medical Teams’ distinctives for domestic disaster response and develop increased capacity for disaster response. 
  • Build and ensure ongoing support for Medical Teams’ US Programs’ strategy and program amongst Medical Teams’ executives, board of directors, staff, volunteers, and partners. 
  • Communicate, model, and reinforce Medical Teams’ strategic statements and values across the US Programs team. 

Programming: 

  • Develop policies and procedures needed to carry out domestic programs that are aligned with both Medical Teams’ policies/procedures and relevant external program standards. 
  • Identify and design most appropriate programmatic approaches and service packages for responding to domestic needs that are: in alignment with Medical Teams’ calling, values, and strategy; based on a deep understanding of the medical and dental landscape within the US; and address the most critical areas of health/dental-related needs for our domestic neighbors. 
  • Develop operation, logistic, and implementation practices & protocols required to deliver high quality program results and impact for program beneficiaries. 
  • Work with the senior leadership team and key organizational stakeholders to develop detailed annual implementation plans that can be successfully implemented based on organizational commitments, capacity, human resources, and available assets. 
  • Ensure that domestic programs have sufficient technical support to incorporate best practices.  
  • Ensure effective systems to track scaling progress, and regularly evaluate program components, to measure successes and effectively report and meet grant and contract requirements. 

Funding & Financial: 

  • Lead efforts to create and maintain a robust, distinct, growing, and sustainable funding model for the domestic program that does not redirect other international funding efforts.   
  • In collaboration with senior management team and key organizational stakeholders develop and utilize a decision-making process for committing to new programs and partnerships. 
  • Develop and execute comprehensive fund-raising strategy for domestic program and oversees all domestic donor resource acquisition efforts in close coordination with Marketing & Development.   
  • Prepare funding proposals and reports as needed for corporations, foundations, and major donors in collaboration with USP Program Directors and Managers, Marketing & Development staff, and ensure that USP meets agreed upon requirements and results. 
  • Develop and manage annual budgets for the domestic programs, based on dedicated funding available for domestic programs. 

Leadership and People Management: 

  • Develop efficient and effective organizational/management structures to support domestic field programs. 
  • Lead, coach, develop, and retain an effective and high-performance senior management team. 
  • Oversee management of US Programs and dedicated headquarters support staff and volunteers. 
  • Ensure all USP managers employ high quality people management practices including performance management, professional development, and an environment of accountability. 
  • Ensure that US Senior Management Team and all US Programs’ staff have regularly reviewed performance goals and sufficient resources to meet those goals.  
  • Ensure domestic programs management team has tools to effectively train, develop and motivate staff. 
  • Foster a culture of adaptability to a changing environment. 
  • Establish and reinforce a strong Medical Teams’ field-facing emphasis and ensures that staff and volunteers are empowered and supported. 
  • Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the Code of Conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.  

External Engagement & Relationship Building:  

  • Work with the Medical Teams’ President/CEO and Board of Directors to determine the best governance structure for domestic programs, consistent with relevant state legislation and requirements; and establishes and supports this structure together with the executive leadership. 
  • Serve as key external representative of domestic programs both internally and externally. 
  • Represent Medical Teams’ US Programs in meetings with major donors, civic groups, churches, government officials, and other related organizations. 
  • Develop and maintain partnerships with key stakeholders, networks, and donors. 
  • Develop relationships and documented understandings with community partners, academia, and health/dental related organizations and associations. 
  • Communicate, engage and actively motivate external partners, staff, and volunteers. 

Organizational Culture: 

  • Along with other members of the executive team, effectively steward Medical Teams’ organizational culture. 
  • Foster a multi-cultural service mindset and ensure cooperation and engagement with other strategic divisions within the Executive Team including International Programs, Finance and Compliance, Global Services, and Marketing and Development to ensure a unified strategy across all aspects of our programming.  
  • Employ an effective, diplomatic, empathetic and influential communication style that works across a wide range of Medical Teams staff from different countries and cultures to gain support and implement positive and successful change initiatives to improve overall processes, systems, and responsiveness.  

Risk Management & Other: 

  • Create a culture of compliance for Medical Teams policies and protocols as well as relevant CMS, HIPAA, OSHA and other health regulatory standards.   
  • Ensure adequate systems of training, monitoring, and compliance are in place to comply with all health,  dental, and mobile transport industry regulations that are relevant to our US programs. 
  • Ensure effective fleet management in order to mitigate risk and maximize the value of use of organizational vans and vehicles. 
  • Prepare quarterly and annual summary progress reports as well as individual donor and partner reports. 
  • Develop and execute appropriate US programs safety and security policy or work to expand Medical Teams global risk and security policy to ensure adequacy for US program’s needs. 
  • Utilize volunteers when appropriate. 
  • Other duties as assigned. 

Qualifications

EDUCATION, LICENSES, & CERTIFICATIONS  

Required:  

  • Bachelor’s degree in related field (public health, health professions, business, social services, health sciences). 

Preferred:  

  • Master’s degree in related field. 

LICENSURE: 

Required:  

  • Valid driver license.   
  • Valid non-restricted U.S. passport. 

Preferred: 

  • Clinical License. 

 EXPERIENCE  

Required: 

  • Minimum 10 years’ increasingly responsible work experience leading a nonprofit (or NGO) or a significant division of a larger nonprofit/NGO. 
  • Minimum 7 years’ building and maintaining external partnerships. 
  • Minimum 7 years’ working directly with donors and fundraising. 
  • Minimum 7 years’ leading sizable teams and managing budgets. 
  • Experience developing strategic plans in support of organizational goals and initiatives. 
  • History of setting and meeting ambitious targets and taking calculated risks aimed at delivering added value.  
  • Extensive record of successful workforce, financial and resource, and compliance management. 
  • Track record of establishing a high performing culture.

  • High level of understanding of the domestic health and dental care industry, particularly the needs of highly vulnerable and uninsured populations and current & future trends.

  • Team player with a track record of building, motivating, facilitating, and engaging teams; establishing accountability; and developing leaders.  
  • Excellent attention to detail as required of an Executive leader responsible for compliance in a US healthcare setting. 
  • Expert communication and relational skills with staff representing different cultures, multiple contexts, and various personality types. 
  • Communicates expertly and persuasively to all stakeholders, adapting style to audience. 
  • Expresses self clearly in all forms of oral and written communication.
