The Nutritional Services Program seeks to promote equitable community health by helping to meet the food needs in our community.
PURPOSE: The Health Related Social Needs (HRSN) Program Coordinator will support the development and deployment of expanded meal delivery services offered by Ecumenical Ministries of Oregon (EMO). The person in this position will apply analytical skills, expertise in public health and abilities pertinent to health care billing to support the efficient operation of the nutritional services program.
Primary duties will include: ensure EMO leadership is consistently informed about HRSN policy in Oregon; support the development and deployment of procedures necessary for EMO’s operation as an HRSN provider of nutritional services; coordinate client intake and meal delivery programming.
ACCOUNTABILITY: To the mission and goals of EMO as determined by the Board of Directors and as administered by the Executive Director and their delegates.
REPORTS TO: Nutrition Services Program Manager
DIRECT REPORTS: None
LOCATION: EMO’s Northeast Emergency Food Program site, and other sites as assigned.
CLASSIFICATION: Nonexempt, Full-Time (32-hr/week)*, Term-Limited (maximum 18-months)
*32 hours is considered full-time at EMO, and pay is consistent with a 40-hour work-week.
BENEFITS: Salary range starts at $28.68 hourly, with increase available if fluent in one or more languages. All regular employees (does not include on-call or temporary) are eligible for vacation, holidays, sick leave, 401(k) retirement plan, employee assistance program and employee trainings. Employees in exempt positions or non-exempt positions that are 18 hours per week or more, also receive medical insurance, dental insurance, disability insurance and life insurance, per eligibility requirements.
MAJOR RESPONSIBILITIES:
- Maintain subject matter expertise regarding laws, rules, regulations and programs relevant to EMO’s role as an HRSN provider.
- Ensure EMO leadership is consistently informed about HRSN policy in Oregon
- Support the development and deployment of procedures necessary for EMO’s operation as an HRSN provider of nutritional services.
- Serve as the primary responsible party for Medicaid/OHP billing.
- Coordinate client intake for HRSN-referred patients as well as patients associated with existing meal-delivery services.
- Coordinate closely with kitchen staff regarding nutritional needs and specifications.
- Coordinate closely with Volunteer/Delivery Coordinator.
- Other duties as assigned.
QUALIFICATIONS
This position is a direct service provided by the programs and projects of EMO.
KNOWLEDGE: The successful candidate will possess mastery of topics related to public health and the administration of health care services.
SKILLS: The successful candidate will be proficient with a wide variety of computer-based skills, especially the management and analysis of data, the use of web-based applications, tools used in medical settings for purposes such as patient profiles, care plans and billing. The candidate will also have the communication skills necessary to be effective in a trauma-informed care environment, especially when dealing with clients, volunteers and colleagues.
EFFORT: The successful candidate will possess a work approach suitable for developing new systems with limited guidance, taking initiative to work independently while in close collaboration with other team members. The candidate is comfortable with attempting and learning from experiments even when “failure” is visible to others.

DESIRED QUALIFICATIONS
- Ability to speak a language in addition to English.
- Prior experience in a field relevant to either health/nutrition or medical billing/protocol.
