The Juvenile Justice Case Manager provides case management services to clients youth in day programs involved with county juvenile departments, including counseling, crisis intervention, family mediation, service coordination with appropriate community referrals, educational support, financial planning, and life skills development. This position requires an effective communicator who can serve internal and external customers in a timely and tactful manner while handling multiple priorities and maintaining confidentiality in all aspects of performed work.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Drives own car or agency vehicle to various locations as a regular part of performed work
- Develop and implement service plans for assigned youth and families. Complete client progress reports, treatment plans and all required client related paperwork within the prescribed time frames.
- Manage a caseload of up to 10 youth residing in foster homes and day programming at the Annex Program. Youth are involved with county juvenile departments for law violations or are in the custody of the state child welfare system. Clients present with behavioral issues and significant trauma histories.
- Provide case management services to youth including counseling, crisis intervention, family mediation, service coordination with appropriate community referrals, educational support, financial planning, and life skills development.
- Serve as senior staff in milieu services providing guidance, support and direction to Youth Care Counselors regarding the supervision of youth, addressing special needs, and implementing rewards and consequences.
- Provide all necessary communication with other agency staff to support the consistent provision of services, including foster home placements, client needs, communicating and coordinating with night/weekend staff, etc.
- Host team meetings involving DHS case workers, Juvenile Court Counselors, parents, and other stakeholders. Highlight client progress and challenges and brainstorm potential goals and interventions.
- Accurately document all services as required by program procedures. Maintain and update all necessary databases for tracking client progress, program objectives and outcomes, and Manages the average daily population (ADP) of program ensuring full contract utilization and case load is maximized
- contractual and licensing requirements. This includes client files as well as ancillary databases and tracking systems.
- Advocate for and obtain services for youth and families through various community, county, state, and federal programs. Includes educating youth and families in self-advocacy, eligibility and other relevant information.
- Maintain current information on the availability and status of community programs and resources that are necessary and relevant to the youth and family's progress.
- Practice and model best practices with regard to confidentiality, positive youth development, cultural competency, and case management.
- Attend all program and department meetings, as well as community liaison meetings as assigned by the STEP Program Director.
- Model staff empowerment principles in the workplace and practice proactive problem-solving skills in a service/treatment team environment.
- Regular, reliable and punctual attendance according to schedule, including occasional evenings is required. Must be able to work shifts as scheduled according to program need.
- Performs additional duties as assigned by the STEP Program Director
Must be able to provide appropriate services and interact appropriately with people from diverse socio-economic, racial, ethnic, and other cultural groups, considering their needs and impact of the interaction.
- Job Knowledge: Master's Degree with major study in social work, psychology, sociology, or a closely allied field and a year experience, or a Bachelor's degree in one of those fields with 2-3 years of experience. Must have demonstrated knowledge and understanding of systems of care for youth and families including, child welfare, juvenile justice, mental health, and substance abuse and treatment. Level 5
- Supervising: No regular supervisory or lead responsibilities. May provide guidance, support and direction to Youth Care Counselors regarding the supervision of youth, addressing special needs, and implementing rewards and consequences. Level 1
- Decision Making: Must be able to exercise sound judgment based upon standards of practice in moment to moment stressful situations involving youth. Must be able to work independently in a community setting. Level 4

- Impact: Regular contact with youth, community partners, influences treatment outcomes of clients, minimal influence on revenue, expenses and budget. Develops services and plans which address the needs of diverse socio-economic, racial, ethnic and other cultural groups. Level 3
REQUIREMENTS AND PREFERENCES (including Licenses and/or Certifications)
- Must possess a valid driver's license from state of residence (Oregon or Washington), personal automobile liability insurance, and pass a DMV driving record check
- Must meet the driving requirements under the Agency Safe Driving Policy, and maintain a good driving record that is eligible for coverage by the agency's current insurance provider
- Must successfully pass the Department of Human Services (DHS) criminal background check and, if applicable, fingerprinting
- Must be able to pass the pre-employment reference checks
- Must be able to provide official or unofficial grade transcripts, including the education level, from all higher learning institutions mentioned in the education section of the employment application
- Must be able to provide a copy of his/her own social security card for W-4 documentation
- Must be able to provide applicable documentation(s) for I-9 to establish identity and authorization to work in the U.S.

- Sufficient manual dexterity and physical ability to perform assigned tasks
- Ability to work collaboratively with other agencies and diverse philosophical viewpoints and diverse youth populations (i.e., emotionally disturbed, delinquent, status offenders, pregnancy related, or parenting issues)
PHYSICAL DEMANDS & WORK ENVIRONMENT (Level 2)
- Regular and reliable attendance is required to successfully perform the essential duties and responsibilities of the job, which may include working nights, weekends, and holidays; must be able to work a flexible schedule to meet program needs
- May work outside or transport clients under a variety of conditions. Will need to drive clients in own car or agency van or vehicle. May transport up to five (5) youth unaided
- Lifts, bends, twists, carries, stands, walks, bends, stoops, and sits on a consistent basis; must be able to operate keyboard and mouse with wrists and hands
- Employee is required to be able to walk up and down stairs in order to monitor and supervise youth as well as conduct home visits
- Employee will work alone on some shifts
- Works directly with youth that are involved with the juvenile justice system who are typically adjudicated; may encounter individuals, primarily residents, who are at times unpredictable and hostile
- The noise level in the work environment is moderate to loud
