The Program Manager is responsible for the day-to-day operations and serves as a leader for all clinical staff, including availability for brief clinical consultation, provision of clinical teaching, and modeling of exemplary practice and trauma-informed care The Program Manager oversees the assessment, counseling, and care coordination activities delivered by 16th and Burnside Recovery Center (16 & BRC). The Program Manager will also have a specific program development, process improvement, and implementation focus as identified by the Director of 16 & BRC, the Program Manager provides direct supervision of the Clinical Supervisor, peers, and Case Managers and supports both admissions and transitions.

Salary pay starts at $88,000-$124,000 and increases with professional experience and licensure/certifications!

Schedule: Monday-Friday 8:00am-5:30pm

Location: 1616 E Burnside St Portland, OR

MINIMUM QUALIFICATIONS:

  • Must meet qualifications for:
    • QMHP
    • LPC
    • LMFT
    • LCSW
  • Minimum Master’s Degree in Social Work, Counseling, Psychology, or similar human services field of study.
  • CADC-II required.
  • 2 years of direct substance use disorder counseling experience.
  • 2 years two years supervisory experience in a clinical setting.
  • Must meet CCC privileging requirements as required by FTCA.
  • Current CPR certification required prior to start.
  • Ability to adhere to Central City Concern’s drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Ace of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Must embrace the mission and philosophy of recovery and client centered treatment.
  • Experience working with dually-diagnosed individuals preferred.
  • Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
  • Must possess a current driver’s license, access to a vehicle, qualify as an Acceptable Driver as designated in Central City Concern’s Fleet Safety policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.

Must pass pre-employment drug screen, TB test and background check. This includes clearance by the DHS Background Check Unit.

  • The OAR prohibits A&D program staff from having within the previous 3 years a DUI conviction or diversion, a felony conviction, or a conviction under the Uniform Controlled Substances Act.
  • Must be able to work variable hours.
  • Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Coordinate and monitor operation of program, including adequate and appropriate staffing, ensuring the continuation of clinical services, including access and referrals.
  • Assist onboarding for new staff and train team on CCC policies, OARs, clinical standards, workflows, and care model.
  • Facilitate staff meetings and provide clinical supervision to direct reports.
  • Promote staff engagement, facilitate team building and role model CCC values for staff
  • Evaluate staff performance, critical competencies, and professional development opportunities.
  • Identify and schedule trainings to improve quality of care.
  • Supervise administrative and facility staff roles.
  • Manage day-to-day operations within the site and facility assets.
  • Provide coverage for direct care services when needed.
  • Document incidents and facilitate debriefings.
  • Monitor clinical compliance with all CCC policies and procedures, and contractual requirements. Develop and implement new policies and procedures to ensure effective operations when approved.
  • Maintain familiarity with OARs and other regulatory requirements and participate in regulatory compliance reviews
  • Participate in care model design and provide input on clinical practices and policies.
  • Ensure adherence to operational and safety policies and procedures.
  • Engage in regular rounds to observe direct care services and clinical quality.
  • Provide and document at least 2 hours of supervision per month for each full-time credentialed staff supervised. The two hours must include at least one hour of individual face-to-face contact for each person supervised, or a proportional level of supervision for part-time staff providing clinical or other support services to clients.
  • Support staff with high acuity clients, client crises, and urgent interventions.
  • Review documentation, coding, assessments, and diagnosis for compliance and appropriate treatment, in addition to ensuring medical care is appropriately documented in the medical record.
  • Assist with tracking productivity and creating reports (i.e., OpEx, grant, contract)
  • Ensuring timely and complete documentation in accordance with CCC documentation policies and standards
  • Identify and address documentation delays and inaccuracies.
  • Monitor referrals and identify issues with pathways, workflows, and criteria.
  • Participate in discussions with referral partners, as well as monitor and identify issues with referral workflows.
  • Identify gaps in tools, workflows, supplies, and standards.
  • Participate in discussions with internal and external partners to improve care coordination.
  • Manage program supplies and oversee inventory spending.
  • Ensure programs are achieving grant and contractual outcomes.
  • Assist with contract negotiations and managing partner relationships.
  • Monitor and process client survey feedback and grievances, and partner with Program Leader to implement improvements.
  • Participate in audits and oversee the quality of data entry and tracking.
  • Assist with implementing changes and ensuring adoption of new protocols.
  • Maintain client materials used in direct clinical services.
  • Manage staff in all professional and clinical domains, in accordance with state regulations and standards of practice.
  • Ensure all providers receive appropriate staff development, in-service training, and performance reviews.
  • Oversee recruitment, disciplinary processes, and evaluation and retention activities.
  • Ensure adequate staffing and oversight of the on-call pools.
  • Assist with oversight of compliance, reporting and deliverables with grants, budgets and contracts and work collaboratively with funders, partners and outside evaluators.
  • Monitor and ensure outcomes per contract expectations.
  • Participate in setting goals and objectives for clinic site, facilitating the achievement of those goals, evaluating progress, and modifying processes and/or objectives as needed based on objective data.
  • Implement and maintain the direct care model and clinical interventions as approved by Director of 16th & BRC and within CCC’s clinical standards.
  • With the Director of 16th and Burnside Recovery Center, participate in quality assurance and continuous quality improvement, ensuring clinically relevant and outcomes-based quality of care.
  • With the Director of 16th and Burnside Recovery Center, and BH Senior Leadership Team, contribute to strategic planning and systems change and implement new clinical programming in a collaborative, team-based fashion.
  • Collaborate with other CCC Health Services Program Managers in appropriate internal triage and referral processes, ensuring CCC’s Health Services high and medium complexity individuals are seamlessly routed to the most appropriate level of care.
  • Be a liaison to partnering agencies and programs.
  • Create and maintain a positive presence within the diverse local communities.
  • Maintain regular and consistent communication with partnering agencies and programs.
  • Participate actively in CCC Supervisory meetings and other Committee work as agreed upon with supervisor.
  • Develop and maintain working relationships with relevant stakeholders and community groups.
  • Identify, coordinate, and track staff training needs, to improve quality of care
  • Maintain effective communication with all CCC staff.
  • Oversee and maintain clinical documentation standards and ensure direct care staff follow CCC policies and practices in clinical documentation. Oversee and engage in regular chart review and participate in audits with Quality Assurance partners.
  • Act as a backup and provide direct service when necessary.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners’ and outside providers’ patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.

SKILLS AND ABILITIES:

  • Ability to assess the overall clinical needs of the program and build effective systems to meet those needs.
  • Ability to successfully resolve conflict and to facilitate cooperation and consensual decision-making among members of a diverse and interdisciplinary treatment team.
  • Proficient in utilizing EPIC systems, with a strong ability to train staff and navigate in support of daily healthcare operations and patient management.
  • Ability to form and maintain collaborative cross-departmental relationships to ensure effective integration into CCC’s continuum of services.
  • Knowledge of culturally appropriate and evidence-based behavioral health treatment strategies, including traditional and non-traditional treatment/service modalities for particular communities.
  • Ability to communicate and train staff in culturally competent, evidence-based, and trauma informed clinical methods, theories, and modalities.
  • Ability to coach team members in a positive manner, bringing them to their potential.
  • Ability to apply principles learned to new situations.
  • Knowledge of how to access local resources and build effective partnerships.
  • Knowledge of Oregon Administrative Rules relating to outpatient Alcohol and Drug Treatment systems.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability to work courteously and effectively communicate with the general public, clients, medical personnel, corrections personnel, police, and co-workers.
  • Ability to apply principles learned to new situations. Ability to learn new skills.
