The City of Portland is seeking Business Systems Analyst I’s to join the team! This eligible list may be utilized to fill future vacancies along with current vacancies within the Bureau of Development Services, Portland Water Bureau, and Office of Management and Finance (OMF).

About the classification: Business Systems Analyst I's are utilized in a variety of bureaus including the Bureau of Development Services, Bureau of Environmental Services, Office of Management and Finance, Portland Bureau of Transportation, Portland Parks & Recreation, Portland Police Bureau & Portland Water Bureau If you apply & meet minimum qualifications, you will remain eligible for future opportunities within this classification for the duration of the eligible list. The BSA position contributes to the maintenance, operation, and development of information systems. These systems may be City-wide or Bureau specific. BSAs are often responsible for working on configuration issues, conducting business process development and analysis, the design, testing implementation of business applications, and a variety of software/system use issues.


Current Vacancies:


Bureau of Development Services (BDS) : The Bureau of Development Services is seeking a Business Systems Analyst I to join the team. Do you have a strong technology background? Are you proud of your communication skills and ability to translate customer’s needs? You may be the Business Systems Analyst for which we are looking!


What you would get to do as a BSA I for BDS:

  • Contribute to the maintenance, operation, and development of Citywide or Bureau-/Office-specific systems
  • Conduct customer interviews to understand business process and determine system needs and requirements
  • Prepare clear, concise and accurate documentation for project planning, execution, testing, and implementation
  • Conduct business process analysis
  • Design and implement process improvements to support effective technical solutions

Portland Water Bureau: The Portland Water Bureau is seeking a Business Systems Analyst I to join their Customer Service Division. The Business Systems Analyst I position is responsible for working with internal and external Bureau customers and software vendors to translate business and operational requirements into designs and specifications for workable information technology solutions. The successful candidate’s primary role is supporting the Customer Information System and technology to enhance the customer experience.


What you would get to do as a BSA I for Portland Water Bureau:

  • Contribute to the maintenance, operation, and development of the Cayenta application
  • Assist in the analysis and resolution of business process or software configuration issues
  • Conduct business process analysis
  • Implement process improvements
  • Configure system changes in various business applications
  • Test configurations and troubleshoot software process issues
The Business Systems Analyst I is expected to carry out their individual responsibilities with initiative, independence and creativity while exercising sound professional judgement and problem-solving skills.

Office of Management and Finance:
OMF Revenue Division: The Revenue Division is seeking a Business Systems Analyst I (Limited Duration) to join their Business Solutions team. Persons appointed to limited term positions will be designated as regular or temporary employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.

The Business Systems Analyst I position is responsible for working with internal and external customers, peer BSAs, and software vendors to assist in the overall delivery and maintenance of data analytics solutions.

What you would get to do as a BSA I for the OMF Revenue Division:
  • Contribute to the maintenance, operation, and development of reports, extracts, discovery queries, and data warehouse components
  • Provide data management support such as monitoring scheduled downloads or batch jobs, performing imports and exports, and executing archival
  • Test and troubleshoot data analytics enhancements or defect resolutions
  • Perform Regression testing or seasonal forms testing
  • Review data requirements and contribute to data design, such as field mapping of data sources
The Business Systems Analyst I is expected to carry out their individual responsibilities with adaptability, openness, and creativity while embracing collaboration and accountability.

As a Business Systems Analyst I candidate you are:
  • Solutions Oriented: Uses strong communication skills to work with a variety of internal and external stakeholders to create, implement, and document solutions.
  • Strong Communicator: You will have very strong communication skills, experience with project management and the ability to problem-solve and translate customer needs.
  • Equity Focused: So much of what we do within the City involves pausing and looking at each project through an equity lens. Your experience with ensuring projects/reports/etc. are equitable and accessible is essential.
  • Curious and Customer Focused: Willingness to dig into customer needs to assist in providing better business systems.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID. In the future, current positions classified as “full-time remote” will: 1) become a remote/onsite mix or 2) revert to full-time at a city work location.

  2. Ability to effectively communicate and to present information and recommendations clearly and persuasively both verbally and in writing.
  3. Ability to apply analytic and problem-solving skills to provide thoughtful conclusions and recommendations.
  4. Experience establishing and maintaining effective collaborative working relationships with internal and external stakeholders
  5. Experience providing technical customer support, troubleshooting and resolving issues, tracking/documenting issues, and creating or generating reports to satisfy customer business needs.
