SCHEDULE: Days and hours to be determined. This position will work approximately Monday through Friday 8am to 6pm, plus additional hours for staff meetings and supervision. However, this schedule will require flexibility and will be adjusted according to the needs of the programs.

The Runaway & Homeless Youth Programs (RHY) Supervisor directly assists the Director of Homeless & Runaway Youth Services and supports the RHY management team to provide engaged leadership, trauma-informed support of clients and staff and operational oversight for five programs: Access Center, Porch Light Shelter, Street Light Shelter, Yellow Brick Road and Bridge House. These programs provide a broad range of safety services for highly traumatized young people (ages 16-24) who are experiencing or recovering from homelessness in Multnomah County. The RHY programs are part of a highly integrated system of care, the Homeless Youth Continuum, and this position requires close inter-agency communication and coordination with a broad range of community partners including DHS, law enforcement, JOHS, and FYSB. Janus RHY programs are founded on principles of Trauma-Informed Care, Positive Youth Development, Harm Reduction, Restorative Justice, Diversity and Equity that encourage meaningful participation of all youth who utilize services.

The position is responsible for assisting with day-to-day operations of services, supporting ample staff coverage, ensuring full integration of current best practices, compliance with program health and safety standards, application of all listening requirements, achieving outcome expectations, and providing consistent trauma-informed support for all clients and staff. Ongoing duties include timely data entry, program reporting and scheduling, hiring and training, and ongoing management of program staff and relief workers as assigned, professional program representation in the broader community, occasional public speaking engagements and other responsibilities as assigned by the Director of Homeless & Runaway Youth Services. This position will require a flexible schedule to meet the unique needs of programs that operate overnight, 24/7 and during regular business hours, weekends and holidays. This position will generally work a late afternoon to early evening schedule (swing shift), with some flexibility required for meeting obligations, crisis interventions, weekend and early morning program support and/or other tasks as assigned by the Director of Homeless Services.

This position is part of a rotating on-call supervisory team that provides coaching, support and emergency coverage assistance for five 24/7 programs within Janus Youth, including occasional overnight shift coverage as needed during emergencies. This will require carrying an on-call phone approximately once every 6 weeks, during which time this position will be responsible for responding to calls 24/7 for all six RHY programs.

The employees of Porch Light and Street Light are represented by an AFSCME union bargaining agreement. The Director of Homeless & Runaway Services is the primary contact point for the unions, however, the Program Supervisor may be occasionally required to assist in negotiations, grievances, or other union matters.


Any combination of education, experience and training that demonstrates the ability to perform the duties of the position is qualifying.

  • Bachelor’s degree in area of study related to youth homeless, counseling, mental health, alcohol/drug treatment, social work, or non-profit business management OR any combination of experience and education that provides the necessary skills, knowledge, and abilities necessary for successfully performing the diverse responsibilities of the position.
  • Experience supervising union bargaining employees preferred.
  • Experience in a mental health/case management setting working with youth or young adults preferred.
  • Bilingual (English/Spanish) skills preferred.

  • Ability to climb at least two (2) flights of stairs.
  • Ability to accurately read, record, and interpret information using computerized and paper systems.
  • Ability to provide auditory and visual supervision of program staff and youth.
  • Ability to stay calm and emotionally available in a crisis-oriented environment serving youth who may present as escalated and/or traumatized.
  • Ability to exercise tact, discretion, and judgment in working with a variety of people.
  • Ability to maintain appropriate professional boundaries in working with others and in handling confidential information.
  • Ability to provide supervision and support to program employees and other supervisors in a variety of service components.
  • Ability to regularly attend and be punctual for scheduled meetings, work commitments, and provide professional leadership within the agency.
  • Ability to respond to phone calls at all hours of the day and night during on-call weeks.
  • Ability to work a variable schedule to ensure coverage, including day, swing, and overnight shifts.


  • Driving is required; drives agency vehicles and/or? a personal vehicle for travel and/or transport clients required. All employees who drive for work purposes must have and maintain a valid driver’s license for state of residency, have a driving record that permits coverage under the corporate auto liability policy, and complete the agency’s driving approval process before driving for work. If driving a personal vehicle for work purposes drivers must also have personal auto liability coverage ($100,000/$300,000 levels strongly recommended). Employees are not to drive for work purposes until they have received written authorization to do so.
  • Bloodborne Pathogens training is required on the first day of employment and annually thereafter.
  • Must complete Mandatory Abuse Training within the first 30 days of employment and annually thereafter.
  • Provides emergency first-aid, as needed, and must have and maintain standard first-aid/CPR certification.
  • Must pass a criminal history background check.
  • Food Handler's Certification required within two weeks of hire.
  • TB clearance required within 30 days of hire.


  • May involve exposure to communicable diseases, which can encompass a variety of infections and illnesses, including the common cold, COVID-19, TB, Hepatitis A, B & C, and HIV.
  • May involve exposure to vicarious trauma, including direct engagement with highly traumatized youth and mental health/alcohol/drug affected youth and young adults.
  • May involve time in excess of routine schedule and/or overtime, including evening/overnight, and/or weekend hours, and/or holidays.
