Position: Finance & Operations Manager

Reports to: The Co-Executive Director overseeing finance and operations

Compensation: $60,000 starting salary, with annual cost of living increases, benefits including medical, dental and vision (currently, 100% of premiums are paid by NCA); flexible vacation policy, sick leave, and 13 paid holidays. Reimbursement for expenses related to wellness memberships and home office needs; a commuter benefit of up to $75/month to use towards parking, public transit or bike commuting to work in our downtown office; and the option to contribute to Oregon Saves retirement plan and Flexible Spending Account.

Location: The Center for Social Justice, Downtown Portland, Oregon

Neighbors for Clean Air is seeking a Finance & Operations Manager to serve as our operational anchor, ensuring our resources are managed to power our fight for healthy air. This position works closely with the Co-Executive Director overseeing finance and operations, the Development and Communications Director, and an external bookkeeper to maintain timely and accurate financial reporting, manage core operational systems, and strengthen internal processes. The Finance & Operations Manager empowers staff and leadership by turning financial data into actionable insights we need to deepen and sustain our impact.

This is an ideal role for someone who enjoys building and implementing systems, improving processes, and growing into expanded financial leadership over time.

ABOUT NEIGHBORS FOR CLEAN AIR

NCA works to create a healthier Oregon by preventing and reducing air pollution. NCA organizes with communities to ensure state and federal air regulations are upheld and advances change through community engagement with regulators, local municipalities, the state legislature, federal government, and business leaders to reduce air pollution, both from industry and the diffuse sources that adversely affect health and negatively impact quality of life in our urban centers.

CORE RESPONSIBILITIES

Financial Operations and Reporting

  • Process accounts payable, including invoice tracking, check preparation, and coordinating approvals as needed
  • Support accounts receivable tracking and follow-up as needed
  • Maintain organized and accurate financial records and documentation
  • Coordinate with external bookkeeper to support monthly close and ensure financials are completed monthly
  • Review draft financial reports for accuracy and completeness prior to distribution
  • Generate monthly budget vs. actual reports across organizational and program budgets
  • Spot financial trends to help us plan for the future

Grant & Program Financial Tracking

  • Track program and grant expenditures against approved budgets using QuickBooks class structure
  • Monitor spending to ensure alignment with grant restrictions and funding requirements
  • Support preparation of financial information for grant reporting and reimbursements
  • Track timing of reimbursable expenses and flag potential cash flow impacts

Budget Support & Financial Planning

  • Support the Co-Executive Directors in the annual budgeting process
  • Maintain budget tracking tools and supporting documentation
  • Provide insights into organizational budget to actuals performance
  • Identify patterns and trends in financial data to support organizational planning

Operational Systems & Process Improvement

  • Assess, manage, and implement necessary financial and operational workflow improvements, including invoice approval and payment processes
  • Organize, maintain and ensure accuracy of shared file systems, templates, and documentation
  • Identify opportunities to improve efficiency and implement simple, scalable systems

Compliance & Organizational Infrastructure

  • Maintain key organizational documentation, including contracts, insurance records, and compliance filings
  • Support preparation for annual 990 filing and financial reviews or audits
  • Ensure adherence to internal financial policies and basic controls

Project Management & Organizational Support

  • Support development and maintenance of internal work planning and tracking systems
  • Assist leadership in tracking organizational priorities and progress
  • Provide targeted administrative support to improve operational efficiency, with priority placed on financial and systems-related work

Board & Leadership Support

  • Support preparation of financials for Board of Directors meetings
  • Assist in presenting financial information in a clear and accessible format
  • Participate in Board meetings as appropriate

GROWTH & LEADERSHIP OPPORTUNITY

As Neighbors for Clean Air expands, the Finance & Operations Manager will have the opportunity to take on increasing responsibility in financial planning, systems development, and organizational leadership, with a potential pathway toward a future Finance Director role.

REQUIRED KNOWLEDGE, SKILLS, and EXPERIENCE

Candidates may not meet every requirement and encourage individuals with relevant experience and transferable skills to apply.

Preferred qualifications include:

3–6+ years of experience in nonprofit operations, finance, or accounting

Experience working with QuickBooks (class-based tracking preferred)

Strong understanding of basic accounting principles and financial reporting

Experience supporting budgeting and/or financial analysis

Ability to analyze and interpret financial data and communicate it clearly to non-financial audiences

Strong organizational skills and attention to detail

Experience improving systems and workflows

Comfort working in a small, collaborative, and evolving organization

WORKPLACE FORMAT and PROFESSIONAL DEVELOPMENT

Hybrid. NCA staff meet, at minimum twice per week, in our downtown office space, located within the Center for Social Justice. The Center is home to a variety of mission-aligned organizations and individuals.

Neighbors for Clean Air typically closes operations for one week at the end of each year in late December.
