Essential Duties and Responsibilities:

General Function:

Reporting directly to the CEO, the Chief Financial Officer serves as a member of the Executive Management Team and is an active participant in making strategic decisions impacting MFS. The CFO is responsible for executing all financial responsibilities and processes for MFS. Provides direct support to Board of Directors Committees on Finance and Investment. Along with the MFS Executive Team and the MFS Board of Directors ensures that MFS is fiscally sound and compliant with all laws, requirements and generally accepted accounting principles.

The Chief Financial Officer is responsible for managing the financial operations of MFS, ensuring the organization’s financial health and sustainability. This role will oversee all financial reporting, budgeting, forecasting, financial analysis, and compliance requirements. The CFO will work closely with the CEO and Board of Directors to develop and implement financial strategies that support the organization’s mission and goals.

Financial Management

  • Develop and implement financial strategies that support the organization’s mission and goals
  • Manage and oversee all financial operations, including accounting, budgeting, forecasting, and financial analysis
  • Ensure the accuracy and completeness of financial records, including the general ledger, accounts payable and receivable, payroll, and other financial systems
  • Prepare and present financial reports to the Executive Director and Board of Directors, providing analysis and recommendations as needed
  • Ensure compliance with all financial reporting and regulatory requirements, including tax filings, audits, and other reporting requirements
  • Manage relationships with external partners, including banks, auditors, and other financial service providers
  • Oversee processes for budget meetings with Finance Department team with applicable program staff
  • Supervise the staff who process payroll on a semi-monthly basis using the Paycom Human Resources Information System
  • Supervise staff who process Accounts-Payable using Financial Edge Accounting System
  • Assure payroll reporting is accurate including quarterly and annual tax documents
  • Oversee the maintenance of accurate and up-to-date payroll files and records
  • Directs Finance Department staff with various department needs such as client and contract billing, general ledger, financial reports and other needs as determined
  • Oversee billing for work with direct service staff to create and support program based budgets
  • Support the process for conducting quarterly meetings with managers and direct service staff to support budgets and provide oversight
  • Comply with Metropolitan Family Service policies and procedures as outlined in the Employee Handbook
  • Other duties may be assigned by the Chief Executive Officer

Budgeting and Forecasting

  • Develop and oversee the annual budgeting process, working closely with program managers and other stakeholders to develop realistic and achievable budgets
  • Manages and creates agency annual budgets
  • Monitor actual performance against budget and provide regular updates and analysis to the CEO and Board of Directors
  • Develop and maintain financial forecasting models that support long-term financial planning and decision-making
  • Manages and creates budgets needed for grant proposals
  • Manages and oversees grant budget tracking and required reporting

Contract/Grant Oversight and Support

  • Acts as agency monitor for funder financial requirements
  • Manages and oversees sub contract monitoring
  • Manages and oversees all agency contracts and requirements
  • Manage and support grant management to ensure compliance with grant requirements
  • Manages and oversees agency insurance program and works with insurance vendors on renewals and required certificates for grant requirements
  • Oversee staff who conduct billing for various major grants (including ARPNI and MFS Cash Oregon grants)

Strategic Planning and Leadership

  • Work closely with the CEO and senior leaders to develop and implement strategic plans and goals that support the organization’s mission and vision
  • Lead the Finance and Investment Committees, collaborating with other committee members to provide strategic financial guidance and support to the organization
  • Provide leadership and mentorship to the finance team, fostering a culture of continuous improvement and professional development
  • Collaborate with other senior leaders to develop and implement strategies that support the organization’s mission and goals

Board Relations and Reporting

  • Report on the financial performance of the organization to the Board of Directors, including regular updates on budget performance, forecasts, and financial risks and opportunities
  • Collaborate with the CEO and Board of Directors to develop and implement financial policies and procedures that align with the organization’s values and strategic goals
  • Represent the organization at internal and external events and meetings, providing financial guidance and support as needed
  • Provides direct staff support to Board of Directors Finance and Investment Committees

Tax Filing and Compliance

  • Oversee all tax filings and compliance requirements, ensuring that the organization is in compliance with all relevant laws and regulations
  • Manage relationships with external auditors and other financial service providers to ensure compliance with all reporting and regulatory requirements
  • Manages Finance Department with audit needs

Qualifications


Knowledge, Skills and Abilities Required:

Qualifications:

  • Bachelor’s degree in Accounting, Finance, or related field; MBA or CPA strongly preferred
  • At least 10 years of progressively responsible experience in financial management, with at least 5 years in a nonprofit organization
  • Proven track record of successful financial management, including experience developing and implementing financial strategies, managing budgets, and overseeing financial reporting and compliance
  • Strong leadership and management skills, with experience building and leading high-performing teams
  • Excellent analytical, problem-solving, and decision-making skills
  • Strong communication and interpersonal skills, with the ability to communicate financial information to non-financial stakeholders
  • Passion for the mission and work of the organization
  • Passionate interest in mentoring others and working as a team

Experienced in managing teams and supervision

  • Has experience effectively leading work teams to produce cohesive work flow, and positive team morale

Education and Experience Requirements:

  • Advanced degree and/or professional certification or 8-10 years of previous related experience with broad responsibilities in a majority of the following areas:
    • Budgeting and Forecasting
    • Grant and Contract Management
    • GAAP
    • Compliance and Reporting
    • Board Relations
    • Strategic Planning and Leadership
  • Fluency and ability to communicate effectively in languages in addition to English is beneficial
  • Experience in Financial Edge Accounting System and Paycom HRIS is preferred

Other Requirements:

Personal transportation allowing for travel within the Portland Metropolitan area in a timely manner. If driving a personal vehicle must maintain a valid driver license for the state of residency, personal auto liability insurance coverage and a driving record permitting coverage under the agency auto liability policy.
