The City of Portland Water Bureau (PWB) is seeking a Construction Safety Representative (Risk Specialist I). This position will reside within the Water Bureau Safety group reporting to the Safety and Risk manager. Under general supervision, this position will provide risk, safety, and loss prevention support services to PWB’s Engineering Services Group/Construction and the Owner Controlled Insurance Program (OCIP) 75% of the time and provide safety and health support services to PWB Safety Group 25% of the time. Some of the duties will include, but not be limited to:
  • OSHA construction site regulatory compliance;
  • Providing risk/safety consult services to Engineering staff;
  • Assist in the development and implementation of safety and health policies and procedures;
  • Monitor and ensure contractor compliance with existing general construction safety provisions and specifications;
  • Attend project kick-off and planning meetings;
  • Conducting project site safety inspections, audits and reports;
  • Tracking incidents, monitoring trends, and recommending corrective action;
  • Coordinating site safety visits with various insurers;
  • Reviewing of prime contractor and subcontractor site specific safety and health plans;
  • Holding contractors and subcontractors accountable for their site specific safety and health plans;
  • Investigate, manage and monitor incidents, accidents and claims

  4. Knowledge of potential hazards, specifications, and codes associated with aspects of construction projects;
  5. Ability to design, conduct, and evaluate employee training programs on occupational health and safety practices and regulations.

  • A minimum of 2 years' experience in construction safety management
  • A valid state driver's license with acceptable driving record
  • Ability to navigate rough terrain at construction sites
