POSITION TITLE:                     Housing Stabilization Director

RESPONSIBLE TO:                   Executive Director

STATUS: Full-time, exempt
SALARY: $62,400 to $70,720 annual starting salary range, DOE

RESPONSIBLE FOR:

The Housing Stabilization Director is a full-time, exempt position responsible for delivering county-wide high-quality housing and shelter programs available through YCAP.  These programs promote stability through advocacy, empowerment, financial and tenant education, employment and skill building, and coordination of supports and services which enable households to improve their economic and housing stability. The Housing Stabilization Director provides leadership in the planning, design, implementation, and evaluation of all program components throughout YCAP’s and Continuum of Care service areas. The Housing Stabilization Director represents agency in local, regional, and national communities promoting sound organizational and management innovations. This position serves as member of the Executive management and leadership teams, participating in staff meetings, strategic planning, developing short and long term service goals and objectives, agency resource development and outreach.

 DUTIES:

 Supervision /Management

  • Creates a positive team atmosphere providing quality service to clients, staff and interns through active listening, positive problem solving, and timely responses
  • Establishes and maintains effective working relationships with the HUD field officers, OHCS Homeless Services Section staff, the Homeless Leadership Coalition, as the governing body of the Continuum of Care, City and County leaders, and community partners across YCAP’s service region
  • Provides direct supervision to the Program Coordinator and direct report staff. Supports the supervision of interns and work study students
  • Works closely with the Program Coordinator in the management of program staff and interns including: establishing work priorities, assignment of duties, monitoring project deadlines, and the evaluation process of individual performance
  • Manages staff functions including hiring, work plan establishment, professional development planning, evaluating, orienting, training, coaching, mentoring and disciplining
  • Guides, motivates and leads program employees in keeping with the mission, vision, philosophy and core values of YCAP
  • Provides guidance and support information to program staff and interns; including assisting in interpreting program policies and procedures, client concerns and payment decisions
  • Provides consultation to program staff, interns and partner agencies on program issues
  • Addresses and responds to staff, intern and client concerns

 

      Leadership/Oversight/Development

  • Provides vision, motivation and leadership to Housing Stabilization (HS) program employees, and program participants
  • Provides oversight of HS programs to assure that all programs, services, and systems are developed in accordance with awarded grants (including federal), contracts, compliance/regulatory requirements and congruent with YCAP’s mission, and values
  • Interprets all governmental statutes, regulations, transmittal notices and memorandums pertaining to the HS programs. Develops or revises policies and operating procedures based on this guidance
  • Provides written documents and program reports to the Executive Director, Executive Leadership Team, and other agencies or partners
  • Oversees development of all HS grant applications, client records and files, performance and service reports, in partnership with the Development Director
  • Oversees the agency Community Needs Assessment in coordination with the Executive Leadership Team and other YCAP programs
  • Organizes and oversees the Point in Time count for the agency
  • Seeks additional opportunities and resources to expand program offerings in Yamhill County to serve vulnerable populations
  • Develops and recommends goals and options based on the resulting information to the Executive Director and the Executive Leadership Team

 Monitoring/Compliance:

  • Directs all HS program monitoring review processes. Ensures that staff and programs are prepared for the process. Provides response to findings report if needed and keeps the Executive Director apprised of the process
  • Ensures compliance with all contractual requirements for assigned service areas
  • Assures that all required systems and records are maintained and up-to-date
  • Implements internal and external reporting systems and procedures for monitoring and controlling fiscal and programmatic activities
  • Creates and maintains monitoring systems to ensure program and staff are adhering to required agency, grant, federal and state guidelines and policies as they pertain to: program functions, spending, personnel, community and client needs
  • Manages sub recipient relationships, ensuring timely reimbursement and monitoring for program and regulatory compliance in accordance with agreements

 Liaison/Public Relations:

  • Represents HS programs in the local, state, regional, and national communities, acting as a conduit for input and information, promoting innovation at all levels, and effectively advocating for staff and clients at-risk of or experiencing homelessness
  • Serves as liaison and conduit to local, regional and statewide entities responsible for coordinating housing and family services
  • Develops and oversees community outreach, including education and advocacy activities, pertinent to the HS programs. At all times, represents the YCAP “brand” to the broader community
  • Serves as a regional convener and collaborator around housing and homeless issues

 Financial Management:

  • Oversees the development of the HS program annual budget
  • Provides budget and fiscal oversight of the budgets, expenditures and revenues on a regular basis
  • Develops strategy to meet grant requirements within the current budget
  • Assures that required fiscal reports are monitored and submitted as required by each funding source
  • Keeps the agency Executive Director and Finance Director informed of all fiscal compliance requirements
  • Oversees grant funding and matching funds procurement in partnership with the Development Director. Ensures adequacy and timeliness
  • Keeps current on organizational spending trends
  • Requests preparation and presentation of financial reports for reporting and grant development purposes

 Facilities and Contracts:

  • Oversees the management of any facilities accessed by HS programs either directly or in coordination with facility management
  • Coordinates facility needs with the agency Executive Director and Human Resources and Office Director to ensure integration with other agency systems (IT, signage, telephone, )
  • Develops RFP’s and implements contracting processes with sub-recipients

 KNOWLEDGE, SKILLS, AND ABILITIES:

  • Thorough knowledge of management of program(s) and finance. General knowledge of common human resources practices
  • Working knowledge of regulatory environment
  • Experience in human service program management, including program planning, operations and evaluation, the use of management information systems
  • Extensive skills, knowledge and demonstrated abilities in areas of program development, community collaborations, community advocacy, service delivery and resource development
  • Excellent oral and written communication skills
  • Ability to work in partnership with community organizations and client groups
  • Excellent leadership, team building and problem solving skills
  • Ability to follow YCAP Employee Policies and Procedures

 

QUAILIFICATIONS:

  •  MSW preferred, Bachelor’s degree required, in a field with demonstrated relevance to mission for example, social welfare, public administration, social work or human services
  • Experience in human service specific program management
  • At least three years of progressively responsible management level professional experience with a preference for such experience being in a HUD or similarly complex housing/homelessness program
  • Knowledge of the best practices related to housing stability and housing programs
  • Minimum of two years management level supervisory experience
  • Serve as YCAP’s agency representative for after-hours HS program emergency issues
  • Valid driver’s license and ability to pass drug screen & background check, and insurance check of driving record

 PHYSICAL DEMANDS

The physical demands described represent those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee will be required to sit, stand, kneel, walk and/or bend for extended periods of time.  Must frequently lift and/or move up to 20 pounds and occasionally lift up to 30 pounds.
