Associate Program Officer-Black Student Success

As a member of the Community Impact Department’s Initiatives Branch, the Associate Program Officer for Black Student Success (BSS) will primarily be responsible for assisting the Program Officer for Black Student Success with the strategic direction, implementation and coordination of the foundation’s BSS initiative. This includes, but is not limited to, developing goals and strategies, supporting member organizations, tracking grant requests, internal and external communications, and general administration of the program. This position supports all efforts related to the BSS Initiative and its goals to increase visibility for the work, develop networks and facilitate partnerships. The position works closely with the Program Officer to provide support to the Education Committee of the Board and represents OCF in various public and private contexts with nonprofit organizations, state and local government, and foundation partners.
Essential Duties and Responsibilities
A. Strategy and Implementation - Percentage of Time: 60%
- Co-create, organize and oversee overall implementation of annual activities for the BSS initiative
- Develop and maintain a tracking system comprised of key stakeholders
- Co-create and direct communications strategies that focus on Black communities across the state
- Serve as an OCF representative at workshops, stakeholder meetings and volunteer gatherings, occasionally in a public-speaking role. Assist in development of outreach and logistics, and training strategies
- Collect, analyze and synthesize qualitative and quantitative data and develop materials and reports for various external and internal audiences
- Spearhead community advisory committee strategies, including communications, engagement and direction
- Manage BSS programs sections of the foundation’s website, and supply program or grantee information for social media to Communications Team
- Work with the Program Officer to reinforce leadership, collaboration and management relative to the operation of the OCF BSS program and the strategic priorities of OCF
- Aid the BSS Program Officer in managing BSS grantmaking: develop and disseminate requests for proposals; review and assess grant proposals and budgets; develop grant recommendations; communicate with the board, leadership councils, staff and media; monitor and evaluate grantee progress; and plan technical assistance, learning communities and training opportunities for grantees.
B. Community Engagement, Partnerships and Collaboration - Percentage of Time: 20%
- In collaboration with the Program Officer, help to plan, implement and evaluate community engagement strategies to strengthen relationships and establish trust, build capacity, and provide meaningful opportunities for community involvement in OCF's Black Student Success Initiative
- In collaboration with the Program Officer, pursue and manage partnerships with other foundations and the public sector, representing OCF in meetings and seeking out opportunities to collaborate
- Assist with conducting outreach, communicating with and developing relationships with grant seekers and other constituents statewide about foundation priorities, guidelines, grant opportunities and grant decisions
- Collaborate with Program Officer to engage prospective foundation and business partners, provide high quality donor stewardship, and support engagement in OCF's priorities
- Assist Donor Relations Officers in providing research and analysis about community issues, nonprofits, and grant applications, as requested by OCF donor advisors. Support the development of a donor education program on Black Student Success
- Summarize and share grantee outcomes with the communications and for timely stories and impact
C. Grants Administration - Percentage of Time: 20%
- Serve as the primary staff contact for multiple grant funds
- Support the request for proposals (RFP), application and review process; organize and manage logistics for grant programs.
- Provide guidance and answer questions for prospective grant seekers regarding OCF’s grant programs and participate in outreach efforts
- Track contacts, grantees and other stakeholders in an integrated database. Create reports as needed
- Working closely with the Grants Management Team, develop and implement processes for new grant programs and strategies, as needed
- Ensure grantee progress reports are submitted in a timely fashion, analyze reports to make sure objectives are met, and prepare summaries for presentations to OCF’s Board of Directors

- Five years progressively responsible program planning and development as well as project management experience in a nonprofit, educational institution or other relevant setting
- Lived experience and familiarity with Black communities
- Strong knowledge of nonprofit sector and/or early childhood education, grant programs and initiatives, and foundation priorities. Experience in programs related to equity, diversity and inclusion a plus
- Bachelor's degree in a related field or equivalent experience in lieu of degree
- Ability to analyze, think critically, explain alternatives and identify and lead process improvements
- Good problem solving and analysis skills, able to synthesize information gathered from several sources
- Comfortable with ambiguity and uncertainty
- Ability to convey information clearly, effectively, and engagingly orally and in writing
- Excellent interpersonal skills with ability to develop and maintain relationships and work collaboratively to achieve positive outcomes

- Attention to detail, accurate and timely completion of tasks.
- Strong knowledge of MS Word, Outlook, Excel, PowerPoint and Teams. Experience working in a network environment with an integrated database
Physical Demands and Working Conditions: This job is typically performed under very comfortable working conditions; any disagreeable elements are generally absent during normal performance of the job. Job duties are performed in an office setting or indoor meeting rooms.
Ability to sit or stand for long periods at a time, use telephone, repetitive use of keyboard and monitor, ability to speak and present publicly. Driving is a requirement.
The amount of effort typically applied and the frequency of application: (Whereas, the following refers to lifting, any equivalent effort may be substituted.)
Less than 1 pound – Effort applied 40-70% of time
Between 1 and 5 pounds – Effort applied 15-40% of time
Between 5 and 60 pounds – Effort applied less than 15% of time
The effort reflected above is typically applied when sitting, standing, walking.
Travel - Percentage of Time: 5%
Travel is required for performance of job duties. Attendance and travel within Oregon to occasional site visits and events outside regular work hours
Safety: Support a safe work environment by performing work duties safely and according to procedures. This includes reporting all injuries, illnesses or accidents sustained while working to your immediate supervisor as soon as possible after the occurrence or within 24 hours of the injury, illness or accident, and reporting any accident involving OCF vehicles, equipment or other property, regardless of the nature of the accident, to your immediate supervisor as soon as possible after the accident.
Attendance Requirements: Regular punctuality and attendance are required. Work outside of regular business hours is required.
Compensation and Benefits: This is an exempt, full-time position. The hiring range for this position is $59,475 to $72,857, DOE.
