Starting pay rate is $64,000.00 - $70,000.00 per year.
Full-time, exempt position working 40 hours per week. Monday - Friday, 8:00 am - 5:00 pm.

Position Summary

The Construction Projects Manager monitors and inspects Vancouver Housing Authority (VHA) and affiliated nonprofit activities involving new construction, renovation, remodels and retrofitting. Assures contractor compliance and quality construction standards are met in new and existing construction.

Responsibilities Include:

• Ensures design and construction meets all VHA, Fair Housing Act, HUD, State, and city/county building requirements, codes and regulations. Communicates with residents and construction related personnel regarding related requirements and expectations.
• Identifies projects scope and program requirements, including project budget, schedule, and time requirements. Ensures that projects are completed within the budget and time parameters including meeting identified milestone requirements.
• Manages all phases of design/construction of capital construction and/or modernization projects for the VHA and affiliated non-profits as authorized and directed by the Construction Department Manager.
• Identifies project stakeholders, including expectations and requirements. Determines the appropriate communication tool and format when responding to each.
• Assists in the development of, and oversight of, construction and overall project budgets and time schedules, including identifying milestone activities.
• Ensure projects are complete within budget and time parameters, including meeting identified milestone requirements.
• Identifies and assists in procurement for assigned projects; needed reports, testing, and survey requirements, including but not limited to: geo-technical reports, hazardous materials testing and reports, and environmental reports. Reviews and comments as appropriate.
• Reviews design development to ensure construction documents meet project program requirements and VHA preferred construction practices. Offers guidance and recommendations only.
• Serves as liaison with general contractors, subcontractors, architects, engineers, federal, city and county, as appropriate.
• Reviews, understands, and administers requirements of project contractual documents.
• Provides onsite monitoring, reporting, quality assurance review, and risk management of capital construction and/or modernization projects for VHA and affiliated non-profits during construction. Reports any potential risk factor to Construction Department Manager upon discovery.
• Attends construction site meetings and performs detailed field observation reports, and related technical documentation.
• Ensures timely responses to Design Team/Contractor questions, clarifications, and/or provides direction when appropriate.
• Monitors and updates project and construction budgets and schedules during all phases to identify and rectify areas of concern in timely manner.
• Researches and approves change order requests, including developing independent cost estimates (ICE’s).
• Oversees and/or performs punch list observations.
• Assists with Project Closeout requirements.
• Consistently complies with position and department safety and attendance standards.
• Establishes and maintains positive, productive relationships with VHA employees, residents, public officials, vendors, and other work related contacts.

Required Education and Experience

• Requires Bachelor degree in construction management, or equivalent plus
• Five (5) years Construction management experience, or equivalent, OR
• Ten (10) years Construction management experience, or equivalent.
• Must have valid driver’s license and meet VHA auto insurance requirements.
