Description

Come join our dynamic HR team as a Human Resources Generalist specializing in employee relations.  As a specialist in employee relations, you’ll provides Human Resources (HR) support to the agency through the design, implementation, and administration of the daily functions of employee relations.  In addition to helping with employee relations, we’re looking for someone who can be a leader within HR, providing research, analysis, and recommendations on HR policy and procedures, and guidance to employees and managers. You’ll have the opportunity to identify trends and propose proactive solutions to reduce or mitigate common employee and manager concerns. 

As part of a small HR team, you’ll have the opportunity to contribute and develop your career in a number of other areas of HR.  You’ll first add unemployment and safety to your toolbelt.

 

This is a hybrid position that incorporates both remote and on-site work with travel among our operations.

 

Essential Duties & Responsibilities:

  • Takes ownership of Employee Relations, which includes designing, implementing, and administering HR programs, plans, policies, and practices; provides guidance to employees; and directs HR staff activities regarding implementation and administration of functions.
  • Reviews, interprets, and applies HR policies and practices to maintain compliance across the Agency.
  • Assists in the development and implementation of personnel policies and procedures, which may include conducting independent research and making recommendations.
  • Creates reports, utilizes and analyzes data for continuous improvements in efficiency and effectiveness.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Provides a high level of customer service in consulting with and guiding employees on human resources issues.
  • Establishes, cultivates, and maintains effective relationships with employees, HR colleagues, and external partners.  
  • In consultation with HR leadership, designs, implements, and maintains programs and practices to align with agency and department strategic and operating plans.
  • Provides leadership and may assist in managing the daily workflow/task distribution in the department.

Qualifications

  • Bachelor's degree, or an equivalent combination of skills and experience. 
  • Relevant HR professional certification (PHR/SHRM-CP, SPHR/SHRM-SCP, etc.).
  • Three to five years of professional HR experience providing exposure to a variety of HR functional areas, with demonstrated, advanced knowledge in assigned HR functions.
  • Application of HR in a union environment preferred
  • Expertise in investigations, partnering with legal counsel and quality.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Excellent organizational skills, time management, and attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Thorough knowledge of employment-related laws and regulations.
  • Advanced computer literacy. Proficiency with or the ability to quickly learn the agency’s HRIS and related systems.
  • Strong understanding and appreciation of a diverse work environment and fostering diversity, equity, and inclusion in the workplace.
